Wild horses can be slaughtered or they can be shot or they can overgraze their range and starve. Your choices do not include letting this species, which is not native to the American West and has no natural predator there, continue to breed without check.
As for me I would rather see them slaughtered (humanely, of course) and put to good use, than starved, or shot and left for the scavengers. In any event we have a moral obligation to care for them, as we were entrusted with their care:
"Chapter 9: 1 God blessed Noah and his sons, and said to them, "Be fertile and increase, and fill the earth. 2 The fear and the dread of you shall be upon all the beasts of the earth and upon all the birds of the sky — everything with which the earth is astir — and upon all the fish of the sea; they are given into your hand."
